By proposing to curb outsourcing, Obama may be picking a fight with Silicon Valley.
Silicon Valley, which has generally had good relations with the Obama White House, is quietly working to scuttle an administration plan aimed at reaping more tax revenues from U.S. companies--including many in the high-tech sector--that create jobs overseas.
